August 24, 1917.\u00a0<\/strong><\/p>\n<p>[Further information: Circular ARC 204 contains suggestions for the organization and administration of public health nursing in small communities and for the guidance of Chapters and other associations contemplating the employment of Red Cross Public Health Nurses.]<\/p>\n<p>The small circular establishes the framework for nurses working in rural environments and was used as a model for the nursing services at Pine Mountain Settlement School. The circular notes that<\/p>\n<p style=\"padding-left: 30px;\">&#8220;&#8230;Thousands of nurses are ready and willing to respond to a call from the Red Cross for war service while few are prepared for the constructive community health work so important to conserve the interests of the home.&#8221;<\/p>\n<p>Whether Pine Mountain subscribed to the service itself is not known at this
